Port State Control(PSC)

    • Concept
      • PSC is the scheme of compulsory inspection of foreign ships entering the national ports by port authority for the purpose of verifying the safe navigational capability of the ship and demanding the rectification of deficiency in accordance with the requirements of international conventions to protect the lives, ships/cargos and marine environment and to prevent marine accidents caused by navigation of deficient ships.
    • Background
      • After the Amoco Cadiz sank around a French shore and spilt around 220,000 tons of crude oil to cause great damage to nearby countries in 1976, many countries strengthened the inspection of foreign ships entering their ports. To this end, the European countries signed MOU for Port State Control in 1982 which was the beginning of PSC.
    • Procedure of PSC
      • Selection of inspection target: The priority inspection target ships are selected by querying PSC data such as NIR of entering ships in APCIS
      • Initial inspection: Inspection of validity of certificates and documents and overall condition of ship, crew and equipment
      • Issuance of inspection report: Issuance of the inspection report, which states the details of inspection, to the captain after the inspection details
      • Detailed inspection: If defects are found during an initial inspection, a detailed inspection of ship equipment and safety matters is conducted before the inspection report is issued.
      • Port embargo: If a serious deficiency that can degrade the safety of crew or ship or cause marine pollution is found, an embargo is laid on the ship until the deficiencies are rectified.
      • Reinspection: The fee is collected for confirmation inspection on a ship on port embargo or a ship found of deficiencies before it leaves the port.
      • ※ Reinspection fee (basic fee) : KRW 300,000 for business hours (KRW 450,000 for off-business hours)
